Wicomico County, Maryland Zoning Ordinance Revisions In 2000, Redman Johnston Associates, Ltd. (RJA) was contracted to assist the Wicomico County Department of Planning, Zoning and Community Development in the comprehensive review and revision of the County’s Zoning Ordinance. This extensive project included a review of the Wicomico County Comprehensive Plan and the Metro Core Plan and consideration of plan revisions to address land use issues of concern to the County, the City of Salisbury, and state agencies.RJA worked with County staff in all aspects of the revision process, including consideration of community character issues by sub-area, development of design guidance recommendations, citizen involvement in the development of plan revisions, design guidance and zoning measures, and assistance with the evaluation of related implementation tools. Throughout the project, RJA functioned as an extension of the Planning Department’s staff, providing advice, guidance and recommendations on such topics as plan revisions, design standards for subdivisions, adequate public facilities, and priority funding areas. RJA served as the lead on the design guidance manual and zoning ordinance and collaborated with County GIS personnel to develop the County-wide zoning map(s). RJA examined the proposed land use designations within the County’s Metro Core area, and their size, extent and boundaries and recommended alternative growth management, land use, and/or zoning concepts to address identified issues. RJA also worked extensively with an advisory committee appointed by the County on the review of recommended plan revisions, analysis/discussion of the local context for design, objectives of design and design review, review of recommended design guidelines, and review of key zoning ordinance provisions and comprehensive rezoning maps for the County and Metro Core.
