Garrett County, Maryland Land Preservation, Parks and Recreation Plan
In 2004, Peter Johnston & Associates (formerly Redman/Johnston Associates, Ltd.) was contracted by Garrett County, Maryland to prepare the County's 2005 Land Preservation, Parks and Recreation Plan under the (then) newly formulated State guidelines for Land Preservation, Parks and Recreation Plans. The project involved an extensive inventory of State, County and municipal resource lands, including lands used for agriculture, open space and recreation. The Plan focused its attention on three types of County land resources: parks and recreation, agricultural, and natural resource. The planning process included identifying and mapping the location of State, County, municipal and private resources, and evaluating the effectiveness of existing implementation programs and funding sources in protecting and conserving them. A future needs assessment also was conducted to determine, based on population projections, priorities for improvements and acquisitions. In the final stages of the process PJA identified and recommended changes needed to close gaps in policies, plans and funding strategies so that the County is better able to achieve its land preservation goals and improve return on public investment in valuable park, recreation, agricultural and natural land resources.
