The Towns of Goldsboro, Henderson, Marydel and Templeville, Maryland Sub-Regional Planning Study for North Caroline County
Peter Johnston & Associates, LLC (formerly Redman/Johnston Associates) was contracted by Caroline County, Maryland in 2002 to assist the County in preparing a Comprehensive Plan for Northern Caroline County. The North County Comprehensive Plan was the first of a series of regional comprehensive plans prepared for Caroline County. The Plan not only addressed planning for the unincorporated areas of the region, but also included four incorporated municipalities: Goldsboro, Henderson, Marydel and Templeville. These were the first Comprehensive Plans ever prepared for the towns of Henderson, Marydel and Templeville. PJA worked closely with officials from North County municipalities and Caroline County planning staff to develop plans that reflect the unique qualities of each area. Municipal plan strategies address opportunities for community revitalization, infill and redevelopment as well as future growth and expansion. Plan objectives for the unincorporated areas reaffirm the County’s desire to retain agricultural and forestry uses as the predominant land uses in the region. Implementation strategies for these areas include participation in Federal and State programs to protect and preserve conservation corridors throughout the Delmarva Peninsula, and support for regional water and sewer systems to address failing septic system and water supply problems in the designated growth areas. The planning process included numerous public forums that were the most well-attended planning events in the region in the last several years. The County hopes to capitalize on renewed citizen interest to improve County/Town coordination and address lingering problems that have retarded meaningful improvements on the designated growth areas.
