Implementation Tools The objective of a well-structured implementation program is to insure that community expectations that arise from the planning process are met. Implementation strategies that citizens and officials can commit to must be realistic and at the same time capable of changing processes or circumstances that run counter to community goals. PJA has over 30 years’ experience developing plan implementation tools and techniques for clients, including counties, cities, and towns. Development codes (zoning ordinances, zoning maps and subdivision codes) are a mainstay of plan implementation for most communities. PJA has prepared numerous development codes for small and large communities and has customized each to the needs of the client, often by utilizing creative approaches. As part of our standard approach, PJA works with communities to integrate zoning information into their local Geographic Information System (GIS), preparing digital maps, district boundaries, and data bases. PJA typically prepares digital plan and zoning maps using the latest technology, including AutoCAD Map, ArcView and ArcMap, thus insuring that data pertinent to the development review process is readily available to clients, staff and the public in a format that permits rapid and accurate assessment of issues and opportunities. PJA also assists clients in the preparation of data for publishing on the community WEB site. In addition to preparing development codes, PJA offers a Planner-on-Call service to communities, assisting them with a wide array of plan implementation tasks including development plan review, development design guidance, downtown revitalization programs, feasibility studies, public participation and education programs. Planner-on-Call services permit smaller communities to have access to professional staff on an as-needed basis, and allows large planning shops to increase staff capacity when needed without taking on additional overhead expenses.
