The Heritage Area Management Plan is divided into three parts, Volume 1, Volume 2, and the Technical Appendices. Volume 1: Defining the Garrett County Heritage Area provides a detailed analysis of the Maryland Heritage Areas Program, Garrett County's heritage resources, growth and development trends in the County, and the current tourism economy. It also describes heritage area boundaries, the role of preservation in the Heritage Area (stewardship), and how to interpret Garrett's heritage resources to enhance tourism.

Volume 1I : Developing the Garrett County Heritage Area consists of three guides, which will provide a future Heritage Area Management Entity with direction and guidance. Volume II provides specific goals, objectives, recommendations, and implementation strategies related to the Garrett County Heritage Area Management Plan.
