Comprehensive Plan

 

In 2005, Peter Johnston & Associates (formerly Redman Johnston Associates) began working with staff and officials of Dorchester County on the update of the County's 1996 Comprehensive Plan.  The update process began with the creation of a 25-member Comprehensive Plan Advisory Committee appointed by the County Council. The Advisory Committee represented a broad range of public and private interests as well as geographic coverage within the County. The Advisory Committee discussed topics relevant to each section of the 1996 Comprehensive Plan, affirming, modifying, enhancing and/or replacing goals, policies, objectives and implementation strategies contained therein.

The outcome of the planning process was an updated Comprehensive Plan that retains those policies that continue to be supported by County residents, e.g. the agricultural zoning densities, limitations to strip development and manufactured home policies.  The planning process also resulted in revised policies that address the impacts of projected growth along with recommended implementation strategies for mitigating related impacts.

Perhaps most importantly, the updated Comprehensive Plan addresses the preservation and enhancement of the special qualities and distinctive personality that are so important to residents of Dorchester County. This sense of uniqueness and pride of place are the guiding forces and strongest motivation for those who contributed to the update of the Plan. The Dorchester County Comprehensive Plan is intended to serve as a guide for making public and private decisions regarding the County's growth and development. This Plan presents a future vision of the County along with recommendations for bringing that vision to life. The ideas of the Plan are a distillation of the community's many desires, tempered by what seems feasible and reasonable. The Plan will be reviewed and updated periodically to reflect new development trends, shifts in the economy, or changes in the community's goals and objectives.
