Community Redevelopment Plan for the Village of Hockessin, Delaware In 2002, Peter Johnston & Associates, LLC assisted New Castle County, Delaware in the development of a Community Redevelopment Plan for the village of Hockessin. As the first master plan for Hockessin, the Plan has a tremendous responsibility to set the tone and vision for future development. The Plan is designed to provide broad, flexible guidance for the development of the Hockessin Village. It is not intended to contain specific and detailed instructions on how each parcel should be developed or redeveloped. Rather, it is intended to allow public and private property owners and developers appropriate discretion in making land use decisions, while at the same time, assuring that public goals are realized. The Plan contains a long-range vision for Hockessin, and identifies goals and objectives to realize that vision. The Plan’s action agenda outlines specific strategies and policies to guide development in the appropriate direction. The action agenda has both short-term and long-term strategies. The short-term recommendations focus on those items that create positive visual impacts, can be completed within a two-year time frame, and require only modest financial investment. These typically are public actions, but include private projects as well. The longer-term strategies are more complex in nature and have more significant budget implications. The Plan will be used by elected and appointed officials and staff on a daily basis in making decisions with direct or indirect land use implications. It is also to be used by officials and staff of government agencies - federal, state, and local - to provide a framework for interjurisdictional coordination of planning efforts. Hockessin area residents, property owners, and businesses are expected to be major users of the Plan. Members of these groups may use the Plan to review a particular property or for a particular subject of interest to them. The real estate community will use the Plan to understand the community’s vision regarding the quality and type of development that will be acceptable in Hockessin Village.
